WHO IS HAROLD MALDONADO?

About Harold Maldonado
Economist. Intelligence Analyst. Advocate. Montgomery County Neighbor.
Harold Maldonado immigrated to the United States from Bolivia with his family in the 1980s, seeking opportunity and freedom. He’s lived in Montgomery County ever since—raising his children, building his business, and investing in the community he proudly calls home. A graduate of Albert Einstein High School (go Titans!), Harold is a product of the county’s public school system and the first in his family to attend college.
He earned his degree in Economics from The Catholic University of America and later completed a Master’s in Economic Development abroad. For over 20 years, Harold has worked in both the private and public sectors, including advising all three branches of the U.S. federal government on national economic security policies as a public servant working for the federal government. His work extended globally, leading development programs focused on health, education, and economic revitalization for underserved populations.
Harold’s expertise in economic policy is not theoretical—it’s practical and urgent. Fiscal policy is one area of Harold’s expertise, which we desperately need to address the huge financial malfeasance in the county. He has spent years identifying the systemic failures that choke investment, stall supply chains, and drive-up unemployment and poverty. He’s seen firsthand how misguided public policy can devastate local economies—and he’s been sounding the alarm for years now.
From identifying economic crises in the Western Hemisphere to assessing the impact of international trade agreements on job creation for working Americans, Harold has been at the center of high-level decision-making, presenting top level economic analyses and providing expert briefings at the highest levels of our federal government. He’s an expert in economic development and is ready to bring all this experience to the county is in total disarray and crisis.
“All home owners received their new property tax bill a few weeks ago and were shocked that their taxes increased by an average of $2,000 mainly due to the high property assessments and the removal of the $692 Income Tax Offset Credit (ITOC) the council, including Dawn Luedtke, voted to remove in May. Residents keep getting hit with increased taxes and this shows, again, that living in the county is becoming financially unsustainable. Luedtke is out of touch with the concerns of residents of District 7 and this needs to change. My platform includes immediate financial relief for residents under one of the three-pillars, Affordability, which includes freezing property taxes and reinstating the ITOC credit.“ — Harold Maldonado, August 28, 2026
Beyond policy, Harold is deeply engaged in the life of his community. He’s an active member of parent organizations that have challenged the County Council’s overreach on mask mandates and curriculum decisions. He has marched along thousands of parents who demanded MCPS to restore the Opt-Out option for their children. As a lifelong soccer player and youth coach, Harold mentors boys and girls across the district—instilling discipline, sportsmanship, and healthy habits that shape future leaders.
At his core, Harold is a family man who believes in strong communities built on faith, freedom, and personal responsibility. He knows Montgomery County can once again be a place where families thrive, businesses grow, and children are safe and enjoy quality education.
Why Your Donations Matter?
Montgomery County is in crisis. For the last 4 years, residents of District 7 have watched as misguided policies, political complacency, and bureaucratic overreach have eroded the quality of life we once took pride in. Working families and the middle class are struggling, small businesses are closing, our education is failing, and crime is rampant. The County Council has ignored the voices of parents, entrepreneurs, and everyday residents—and the consequences are visible in every corner of our community.
Harold Maldonado is stepping forward again to stop the crisis. He’s not backed by political machines or special interests—he’s powered by people. As a father, economist, and longtime Montgomery County resident, Harold brings the experience, integrity, and conviction needed to restore common sense and accountability to our local government. But he cannot do it alone.
Every dollar you contribute helps Harold reach more voters, print more materials, host more events, and fight back against the entrenched establishment that has failed our district.
