“Pay-to-Play Scheme at the Airpark”: Maldonado Demands Investigation Into $11K Donation Pipeline, Failed Oversight

Derwood, MD — April 21, 2026, County Council candidate Harold Maldonado is calling for an immediate investigation into what he describes as a deeply troubling pattern of political donations, insider access, and government failure surrounding the Montgomery County Airpark expansion.

“This is not normal. This is not acceptable. And the public is right to be outraged,” said Maldonado. “What we are seeing is a system where insiders donate, government looks the other way, and taxpayers are left in the dark.”

A detailed investigative report reveals that entities tied to W.M. Rickman Construction — a company with direct operational access to the Airpark through a special ‘Through the Fence’ agreement — have funneled $11,125 in donations to the political campaigns of Councilmember Dawn Luedtke and Delegate Eric Luedtke since 2020.

The pattern is unmistakable:

  • Six consecutive years of donations
  • Repeated $1,000 checks timed across election cycles
  • A company with ongoing business interests regulated by the very government receiving those donations

“This isn’t a coincidence — it’s a pattern,” Maldonado said.

At the same time, a $3.4 million Airpark expansion project moved forward under alarming circumstances:

  • Construction began before County Council review
  • No completed independent impact studies
  • No updated Master Plan in over 20 years
  • Councilmember Luedtke’s own office admitted it had not reviewed FAA grant documentation

Even more concerning, residents were reportedly told the project was a “done deal” before any meaningful public process occurred.

“That’s not oversight — that’s rubber-stamping,” Maldonado said.

The expansion comes despite a damning 2025 report from the Airpark Community Advisory Committee (committee overseeing Airpark management), which concluded:

“The Montgomery County Revenue Authority (entity that owns and manages the Airpark) is not effectively governing operations at the Airpark.”

The report documented:

  • Unenforced leases and safety rules
  • Code violations left unresolved
  • Unpermitted construction
  • A pattern of mismanagement and lack of accountability

Yet despite these findings, the same agency was allowed to push forward a multi-million-dollar expansion — with no reforms in place.

When a resident attempted to obtain public records about the expansion, the response was a $2,530 fee just to access documents.

“No transparency, unless you can pay for it,” Maldonado said. “That’s not open government — that’s a paywall protecting insiders.”

Maldonado: “This is unacceptable and it demands real accountability”

“This situation raises serious ethical concerns and may warrant further legal scrutiny,” Maldonado said. “When a contractor with privileged access is making repeated donations while a project moves forward without oversight, the public deserves answers.”

Maldonado demands:

  • A full independent investigation into the Airpark expansion, donations, and oversight failures
  • Immediate release of all public records — free of charge
  • A halt to construction until proper review, impact studies, and community input are completed
  • Enforceable ethics reforms to prevent contractor-to-politician influence
  • A full audit of the Montgomery County Revenue Authority (MCRA)

“This is bigger than one project,” Maldonado said. “It’s about a culture where the rules don’t apply to insiders. That culture needs to end.”

Maldonado’s campaign is focused on restoring accountability, enforcing transparency, and putting residents ahead of political donors.
